
The Standard Response Protocol (SRP) for Municipal Buildings

A uniform, planned and practiced response to any incident is the foundation of a safe working environment. The SRP is action-based, flexible, and easy to learn. It rationally organizes tactics for response to weather events, fires, accidents, intruders and other threats to workplace and municipal building safety. It is suitable for staff, facility superintendents, risk management planners, and emergency response teams.
The SRP’s development is ever-evolving, created with extensive collaboration between experts such as first responders, municipality administrators, and families. Its tactics are data-driven, heavily researched and based on experience and best practices.
Simple and Actionable
The SRP premise is simple. One of five specific actions is communicated and performed during an incident. Each action is labeled with a “Term of Art” and is followed by a “Directive.” Execution of the action is performed by all active participants, including staff, visitors, and first responders. This aligns everyone for a swift and coordinated response.
Hold – “In Your Area, Clear the Halls”
Used when the hallways need to be kept clear of staff.
Secure – “Secure the perimeter”
Simple directives follow for staff to return to buildings, secure them, account for everyone, and go about business as usual.
Lockdown – “Locks, Lights, Out of Sight”
Staff are instructed to secure individual rooms and keep quiet, out of sight, and in place.
Evacuate – “To A Location”
Used to move staff from one location to a different location in or out of the building.
Shelter – For Hazard Using a Safety Strategy
Each type and a method is unique to the building and environment, and is the protocol for group and self protection.
